Christey's house is broken in to, his gun is stolen, and soon after, the body of an ex-con is pulled from the harbour, shot dead by a police issue weapon. As evidence and witnesses begin to point towards Jack as the killer, he realises it is Charlie Driscoll who is setting him up as the prime suspect for the murder—a situation she's willing to help him out of if he agrees to make certain evidence against her disappear. Lance and Emma are kept busy by a runaway youth found sleeping on one of the police boats. Tommy takes long service leave.

When a doctor's car plunges into the harbour, the Nemesis is first to respond and Gavin's new partner, Matthew Quinn, dives into the water to pull the man from his car, too late to save him unfortunately. As a series of arson fires are set at properties owned by the deceased doctor, the detectives focus their investigation on one of the doctor's patients who is a serial arsonist. Meanwhile, the Nemesis crew observe a man dumping illegal drugs in the harbour. The divers recover the drugs but when one of the packets goes missing, Internal Affairs is called in.
