When a bomb goes off in a waterfront restaurant the Detectives discover the owners are being blackmailed. They go undercover in the restaurant to try and find out who the extortionist is, but it's Holloway who has to deliver the bag of cash. In a tense operation, he criss-crosses the Harbour, following the extortionists instructions until he makes the final drop-off. But the extortionist is smarter than everyone thought and his final capture isn't going to be simple. Tayler gets her first taste of action on the water before being relegated back to desk duty by Sergeant Blakemore.©tzuk

The resources of the Water Police are stretched to the limit when a US Navy fleet cruises into Sydney Harbour over the Mardi Gras weekend. Goldie and Holloway join the boat crew in trying to keep order on the harbour as a flotilla of fanatical environmental protesters hinder the Navy's arrival. The weekend takes a violent turn when a teenager is found bashed and left for dead in the Water Police car park. Livvy, the bar attendant, reveals she overheard five American sailors talking about harassing gays and a posse of off-duty Rats is organised to track them down.
