When a bomb goes off inside a waterfront restaurant, it is discovered the owners are being blackmailed. The detectives go undercover in the restaurant to try and learn who the extortionist is and it is Holloway who is given the task of delivering the bag of cash. In a tense operation, he criss-crosses the Harbour following the extortionist's instructions before making the final drop-off. But the extortionist is smarter than anyone thought and his capture isn't going to be simple. Tayler gets her first taste of action on the water before being relegated back to desk duty by Sergeant Blakemore.©tzuk

The resources of the Water Police are stretched to the limit when the US Navy cruises into Sydney Harbour during the Mardi Gras weekend. Goldie and Holloway join the boat crew in trying to keep order on the harbour as a flotilla of fanatical environmental protesters hinder the Navy's arrival. The weekend takes a violent turn when a teenager is found bashed and left for dead in the Water Police car park. Livvy, the bar attendant, reveals she overheard five American sailors talking about harassing gays prompting Tommy to organise a posse of off-duty Rats to track them down.
