Directed by Richard Jasek

Scooter Carpenter has a unique ability to cause major disasters wherever he goes. He is a klutz and also a pizza delivery boy, but only because his best friend Melanie's father, Attilio, owns the pizza shop.

But when Scooter witnesses the disappearance of Secret Agent X-19, his life is irrevocably changed.

Unaware that X-19's communications device is now in the hands of a sixteen-year-old, Agency Chief Taipan sends out the details of her next, top-secret mission. Suddenly, Scooter sees an opportunity to prove to himself that he's not the under-achiever that everyone thinks he is.

No longer will he be a simple pizza delivery boy, with a unique ability for causing chaos. He is now a Secret Agent — with a unique ability for causing chaos.

The mission the Agency sets is to retrieve the world's most valuable stamp.

The Agency dispatches a strange gadget for the mission; it's a heel of a shoe. Melanie's friend, Katrina, who is a genius with all things mechanical, works out that the heel is rocket propelled, enabling the wearer to fly.

Scooter tracks down the stolen stamp to the bad guys that he saw when X-19 disappeared: Mackenna, Fridge and Ratborough. Scooter's combination of optimism, clumsiness and self-confidence, combined with a lot of good luck, results in him successfully retrieving the stamp. Never mind the minor complication of destroying an entire warehouse full of fireworks.

With this success, Scooter firmly believes that he is now a Secret Agent. Something big has a hold of him now — his destiny.

Scooter's next mission is to find out who is behind the theft of a number of historic steam trains. The gadget he receives for this mission is a sports car! Luckily, it comes with a remote control — handy, as Scooter doesn't drive.

Scooter uses his remote controlled car to track down Mackenna and his gang but things don't go as planned and the thieves steal the car. Undaunted Scooter convinces Melanie and Katrina to work with him on the case. Katrina suspects Melanie agrees because she has feelings for Scooter (which she denies of course) but both girls are more than a little fascinated by this new world of espionage.

Together the kids find the stolen steam trains, only to end up in the driver's cabin of a runaway train. Sadly the sports car is destroyed, but the mission is a success. Taipan is pleased and Scooter is thrilled.

The comm-link alerts Scooter to X-19's next mission: to stop the world's oldest and most expensive shard of chocolate from being stolen at a Chocolate Expo. Scooter pleads for Melanie and Katrina to help. They agree, but Katrina admits to a major chocolate addiction — she has to fight to maintain control around all the chocolate.

At the Expo, Scooter masquerades as a chocolate soldier to catch the bad guys. Unfortunately, they have the same idea and thinking Scooter is the real soldier they replace him with their own man. It looks as if Scooter will fail, but in the nick of time he frees himself and, still encased in chocolate, stumbles into the Expo destroying all the intricate chocolate displays. The shard is saved and the mission is another success.

Scooter's next assignment is to stop the Whistling Thief who has been terrorising rich hotel patrons by stealing their precious jewels. No one has seen the thief but they all hear a whistled tune moments before they discover their jewellery has been stolen. Scooter tries to get Melanie to help but she can't, there's a Health Inspector coming to the pizza shop and Attilio's making her clean the place from top to bottom. That leaves Katrina to help Scooter.

Together they pose as rich kids staying at the hotel with Katrina wearing a million dollar necklace provided as bait by the Agency. Melanie is jealous of Katrina spending so much time with Scooter, but Katrina assures her she is not interested in him at all. In fact, she doesn't understand why Melanie is either.

Katrina and Scooter continue with their 'fool-proof' plan to trap the thief until the thief, a parrot under the direction of Ratborough, steals the necklace from around Katrina's neck. Scooter has to use all his cunning to find the parrot and get the necklace back, all the while, remaining oblivious to Melanie's affections.

It's for the latest mission — to keep the most valuable comic in the world from being stolen. The comic is to be auctioned by an obnoxious rich kid, Vern.

Unaware their gadgetry has been intercepted by Mario, Scooter, Melanie and Katrina stake out the comic book location. Mario uses the Mask-In-A-Can to disguise himself as Vern (whose photo was in the pack) to buy lollies. Thinking Mario is the real Vern, Mackenna kidnaps him and quickly discovers his very useful gadget.

Disguising Ratborough as Vern they steal the comic. But their victory is short-lived as Scooter, pretending to be Mackenna, gets the comic back and saves Mario. The mission is a success, and Scooter's real identity is still safe, for the moment.

Scooter tracks down the Micro-droid to Mackenna's warehouse. On the way, he uses the Micro-droid's mini cold fusion reactor recharger to get Attilio's new pizza oven to work. Mario turns the charger to maximum creating a ticking nuclear time bomb.

Discovered in the warehouse by Mackenna and company, Scooter accidentally swallows the Micro-droid and it goes to work on his brain, enabling him to deal with Mackenna's Workers in true James Bond fashion. But now Scooter is faced with a dilemma. He not only has to save the Micro-droid creator's life, but Attilio's new oven is set to explode.

Scooter, with a little help from Melanie, saves the day all round, even after he sneezes out the Micro-droid and returns to his usual, bumbling self.

Mackenna and his gang set a trap for X-19, by letting the Agency know of their plan to steal an Egyptian mummy.

Legend has it that all who come in contact with the mummy become cursed. Scooter is sure it's true since he has been walking around with the mummy's forefinger (which he accidentally broke off on an earlier visit to the museum) and bad luck has dogged him ever since. Katrina gives him a special device to protect him, but Melanie, still concerned about Scooter's safety and suspicious about the mission, convinces Katrina to follow him to the museum.

Once there, everyone falls victim to fear. Scooter keeps his identity a secret by wrapping himself up in paper towels from the toilet so he looks just like a deranged mummy. The next day the kids discover the museum burned down that night and everything was destroyed except the storeroom — where the mummy lay. Scooter just got away with it again.

But Nanushka doesn't do this; instead she gives him a kiss for saving her.

Melanie finds out and her jealousy is piqued, although Scooter doesn't notice this. The bad guys aren't far behind and a chase ensues. But when the kids get to safety they find the supposedly 'dead' fairy is missing.
