Harvey McHugh works as a lowly clerk in the Government's Trusts Department. When a pensioner tells him of a 17 cent shortage in her fortnightly benefits, Harvey decides to demonstrate his efficiency by finding the money. Instead he discovers that all Australia's pensioners are deliberately being short changed by GOD—the Government's new computer, the Gatherer of Data.

Harvey's boss the Minister, decides to remove Harvey by severing the cable of the public service lift. But things go horribly wrong when the public service choir, the Young Matildans, join Harvey in the lift. Through a twist of fate, Harvey survives and unwittingly becomes indispensable to The Minister's career.

Harvey recovers from his "accident" and is sent to the Government abattoir as a tea-person. Here, amidst the joyous celebration of a Pork 2000! Campaign, Harvey finds some sinister meat-related activities.

Harvey saves a horse destined for slaughter and befriends its owner, and learns that both are scapegoats of a Government plot to alienate the monarch.

Harvey brings both horse and owner home, and a friendship blooms that will change many lives.

Harvey is transferred to the Film Office where his exposure to "cinematic art" causes him to develop sexual anxiety and an acute chorea.

The Minister's leadership hopes are threatened when the Prime Minister signs a major trade deal with Japan. Harvey becomes an unwitting pawn in the Minister's plot to wreck the deal and start a trade war.

Harvey is rumoured to be gay after a misunderstanding in the washroom at work. The rumour works to his advantage though when Harvey uses his "minority status" to land a job at a government sports institute—where he is soon caught up in lobbying for the right to stage the Little Olympic Games in the year 2000.
